Some LGBTQ employees are restricted from enjoying prosperous international careers, with many countries being unsafe or unfriendly for LGBTQ people, and limited organisational support creating barriers to productive overseas. In 13 countries, being homosexual or bisexual is punishable by death, prison or hefty fines.
In 17 countries, bans are in place to prohibit 'propaganda' interpreted as promoting LGBT communities or identities. Surprisingly, about 40 countries retain a 'gay panic' clause which can be used as a defense for people who commit crimes such as assault or murder that they were provoked because the person was gay, lesbian or bisexual.
However, it is important to acknowledge that as of 2021, there are 29 countries that not only defend LGBT rights, but also have legalized same-sex marriage. - Despite intense anti-LGBTI attacks in several countries, equality is still advancing across Europe.
- While the public discourse is becoming more polarised and stormy, particularly against transitioned people, political determination to advance LGBTI rights is paying off. The largest gains on the map are for countries that introduced legal gender recognition using a self-determination model. Over the past 12 months bans on intersex genital mutilation (IGM) are also bringing countries up in the ranking.
- Spain jumped six places to number four with its introduction of LGR with self determination, alongside a ban on IGM, while Finland entered the top ten, again up six places, again with LGR based on self-determination. Greece has also moved up four places with its ban on IGM.
